Overview: BDO supports government bodies, public-sector organizations, and international financing institutions (IFIs) in designing and implementing sustainability and climate initiatives at the local, regional, and national levels. Policy and strategy advisory is at the core of our public-sector offerings, we work closely with authorities to develop sustainability master plans, green growth strategies, and climate action roadmaps that align with Vision 2030 and international commitments. For example, we help draft policies or frameworks for sustainable urban development, renewable energy adoption, circular economy promotion, and social development programs, ensuring these are evidence-based and grounded in best practices. We also conduct research and analysis to inform policy advocacy efforts, arming decision-makers with data on the benefits of sustainability interventions (such as the economic payback of green infrastructure or the health improvements from pollution control) to build the case for ambitious action. Our team understands the institutional context and assists in establishing or strengthening institutional frameworks needed to execute sustainability plans – this could include setting up inter-ministerial coordination committees on climate change, designing governance structures for overseeing ESG initiatives, or creating monitoring and evaluation frameworks to track progress on sustainability indicators.
Additionally, BDO provides support for program development and implementation in collaboration with multi-lateral and bi-lateral agencies (e.g. the World Bank, UNDP, regional development banks). We help governments in preparing funding proposals, managing projects, and ensuring that sustainability and ESG considerations are embedded in development initiatives. Whether it’s a climate resilience program for a coastal city or a national initiative to advance the UN SDGs, we bring project management expertise and technical know-how to drive results on the ground. We are also experienced in conducting needs assessments and feasibility studies for large-scale sustainability investments, for instance, evaluating the feasibility of public transit expansions to reduce emissions, or assessing the social impact of proposed policy changes. Through these services, BDO acts as a bridge between the public sector and global sustainability objectives, helping governments and international institutions achieve tangible outcomes like lower emissions, job creation in green industries, improved public services, and enhanced quality of life for citizens. Our approach is collaborative and stakeholder-inclusive (engaging community, civil society, and private sector input), reflecting the “whole-of-society” effort needed to achieve Vision 2030 and the SDGs.
